"Did evaluation meet the challenges of the COVID-19 crisis? How were evaluation practices, architectures and values affected? Policy Evaluation in the Era of COVID-19 is the first to offer a broad canvas that explores government responses and ideas to tackle the challenges that evaluation practice faces in preparing for the next global crisis. Practitioners and established academic experts in the field of policy evaluation present a sophisticated synthesis of institutional, national, and disciplinary perspectives, with insights drawn from developments in Australia, Canada and the U.K., as well as the UN. Contributors examine the impacts of evaluation on socioeconomic recovery planning, government innovations in pivoting internal operations to address the crisis, and the role of parliamentary and audit institutions during the pandemic. Chapters also example the Sustainable Development Goals, and the inadequacy of human rights-based approaches in evaluation, while examining the imperative proposed by some authors that it is time that we take seriously the call for substantial transformation. Written in a clear and accessible style, Policy Evaluation in the Era of COVID-19 offers a much-needed insight on the role evaluation played during this unique and critical juncture in history"--

University rankings are "hot". Some universities, policy makers and journalists seem to take them quite seriously. At the same time, however, they are also fiercely criticized. The best known worldwide rankings tend, for instance, to have a strong anglo-saxon bias and tend to give insufficient valorisation to human sciences. Read More Are improvements and alternatives to rankings possible? Should universities care about rankings and let them influence their practices? Parallel to international rankings, research assessments have become increasingly important in several countries. What are the current practices of research evaluation? What are the challenges, obstacles and advantages? How should one assess the quality of research in a fair and equitable way? In this book a number of leading European experts share their thoughts and research findings on these issues. The approach of existing global university rankings is clearly unsatisfactory but this does not mean that all ranking exercises are pointless. Furthermore, we simply cannot afford to ignore the need for research assessment if we want to uphold quality standards at our higher education institutes. Merely relying on bibliometrics is problematic - even if we can overcome the current anglo-saxon bias in citation indices. Both research evaluation strategies as rankings endeavours have most to gain from a multiple criteria approach. The contributions in this book are a selection of papers which were presented at the International Colloquium on "Ranking and Research Assessment in Higher Education", which took place on 12 and 13 December 2007 at the Université Libre de Bruxelles. The conference was organized within the framework of the annual meeting of the European PhD in Socio-Economic and Statistical Studies and was hosted by the Faculty of Social and Political Sciences and the Solvay Brussels School of Economics and Management.

Populists and the Pandemic examines the responses of populist political actors and parties in 22 countries around the globe to the COVID-19 pandemic, in terms of their attitudes, rhetoric, mobilization repertoires, and policy proposals. The responses of some populist leaders have received much public attention, as they denied the severity of the public health crisis, denigrated experts and data, looked for scapegoats, encouraged protests, questioned the legitimacy of liberal institutions, spread false information, and fueled conspiracies. But how widespread are those particular reactions? How much variation is there? What explains the variation that does exist? This volume considers these questions through critical analysis of countries in the Americas, Europe, Asia, and Africa, by leading experts with deep knowledge of their respective cases. Some chapters focus on populist parties, others on charismatic populist leaders. Some countries examined are democracies, others autocracies. Some populists are left wing, others right wing. Some populists are in government, others in opposition. This variation allows for a panoramic consideration of factors that systematically influence or mediate populist responses to the pandemic. The book thus makes a unique contribution to our understanding of the intersection between two of the most pressing social and political challenges of our time. The book will be of interest to all those researching populism, extremism, and political parties and those more broadly interested in political science, public policy, sociology, communications, and economics.
